James Francis Whelan, a devoted husband, father, and accomplished businessman, passed
away peacefully on February 8, 2024, in Arlington, Virginia. Born on April 18, 1933, in Winthrop,
Massachusetts, he was the son of Francis Joseph Whelan and Sarah Louise Cullinane Whelan.
He attended Boston College High School and later graduated from Holy Cross College. Following
his education, he served his country as a Corporal in the Korean War.
Jim married Anne Marie Rothwell in Hyde Park, Massachusetts. Their marriage was a
partnership filled with love and devotion. He embarked on a successful career in the insurance
and finance industries. He began his career as a Group Insurance salesman with John Hancock,
rising to the position of Vice President after 20 years. During this time, he earned an MBA from
Boston College.
Jim joined CIT Corporation as Vice President/Treasurer, relocating to New York City. He later
joined Ullico Union Labor Life Insurance Co. as Executive Vice President which brought him to
Washington, D.C. He was a founding member and President of Federal City National Bank. Later
in his career, he owned a relocation consulting business and then founded The Proactive
Corporation of America, a human resource consulting firm.
Jim retired in 1992 and remained in Arlington, Virginia, where he was an active volunteer as a
member of the Board of Directors for the Arlington Chamber of Commerce, Cathcart Springs
HOA, and Arlington Food Assistant Center. Jim was very active in public speaking and was an
Advanced Toastmaster.
Jim was predeceased by his parents, wife Anne, and brother, Francis Joseph Whelan. He is
survived by sons David Whelan and wife Teresa, and Mark Whelan and wife Sheela. He was
blessed with 6 grandchildren: Andrew, Joshua, Ben, Kelleigh, Jessica, James, and 3 great
grandchildren: Jiya, Anaya, and Logan, and family member Lisa Whelan.
Jim will be remembered for his dedication to his family, his strong work ethic, and his
contributions to the business community. He leaves behind a legacy of love, integrity, and
service. He will be deeply missed by his sons, their families, and all who knew him.
